With Norwegian-American roots, Sviggum was born in September of 1951. He graduated with the B.A. Mathematics degree in mathematics from St. Olaf College in Northfield in the United States. He later was an educator and farmer.

In the 2006 elections, the Democrats gained majority control over the House which ended his tenure as Speaker. Although he was reelected in the House Seat, the Speaker decided to not to seek a leadership role during the following session. Democrat Margaret Anderson Kelliher succeeded as Speaker.

On December 2, 2010, in the waning days of the Pawlenty administration, Sviggum was appointed Commissioner of the Minnesota Management and Budget Office, the department responsible for preparing budget proposals for the governor. He served just over a month, leaving office with Pawlenty on January 3, 2011.

Sviggum and former Representative Laura Brod were elected to the University of Minnesota’s Board of Regents on February 21, 2011, by a joint meeting of the Minnesota House and Senate. He is serving a six-year term on the 12-member body, which is charged with overseeing the University of Minnesota system.

In 2003, Sviggum accused the then-State Rep. Rebecca Otto had knowingly distributed fake campaign materials. Otto was charged, but the judge who presiding over the case dismissed the accusations.

Steven A. “Steve” Sviggum is a Minnesota politician as well as a member of University of Minnesota Board of Regents and also the executive assistant and communications director of the Republican caucus of the Minnesota Senate. An ex-Speaker and Member of the Minnesota House of Representatives, Sviggum was a member of District 28B in the southeast of Minnesota. The district was initially designated District 25A until the redistricting of the legislature in 1982 before being renamed District 26A until the redistricting of 1992 that included all or parts that comprise Dakota, Dodge, Goodhue, Olmsted, Steele, Wabasha, Waseca and Winona counties.

Sviggum was elected first to the House in 1978. He was the minority leader from April 17 in 1992 through 1999 and then became Speaker after the elections in 1998, when the Republicans assumed charge of the House. The Speakership was inaugurated with a set of circumstances that were unusual, and 1998 witnessed the election of Reform Party candidate Jesse Ventura as governor, while Democrats held the majority in the Minnesota Senate. Sviggum was the chief for his party, the Republicans in a divided government by three political parties.

On June 26, 2007, Governor Tim Pawlenty announced that Sviggum would succeed Scott Brenner as Minnesota Commissioner of Labor and Industry. He resigned from his House seat and took over the position on July 17, 2007, serving until December 2010. A special election held on August 7, 2007, to determine Sviggum’s successor was won by Republican Steve Drazkowski of Wabasha.
