Gallardo is a fourth generation Arizonan was born on the 25th of October 1968 as the son of Jose Luis Gallardo and Alice Carrillo. He was raised within Maryvale, Arizona. He attended the grade school in Starlight Park Elementary School in the Cartwright Elementary School District as well as Trevor G. Browne High School, which is part of the Phoenix Union High School District. He furthered his education through Rio Salado Community College. Gallardo was the Maricopa County Campaign Finance Director and Training Officer for 14 years.
In the year 2011, Gallardo was among over two dozen Arizona lawmakers who accepted free tickets to go to college football games, which are known locally as the Fiesta Bowl. He also received tickets for the NASCAR’s Phoenix International Raceway Subway 500. He later became a zealot to prohibit legislators from accepting donations from lobbyists, but he was adamant about the practice in the absence of legislation.
In January 2013, Gallardo introduced a series of bills to enhance the rights of LGBT persons by ending the state’s ban on same-sex marriage, prohibiting discrimination on the basis of sexual orientation or gender identity in employment, and ending the state’s preference for married persons over single persons in adoption. In October 2013, Gallardo was elected Minority Whip of the Arizona Senate by his Democratic colleagues.
Gallardo was a candidate for the United States House of Representatives for Arizona’s 7th congressional district in the 2014 elections, following the retirement of incumbent Ed Pastor. He then with drew from the race in May to stand for the seat vacated by fellow house candidate Mary Rose Wilcox on the Maricopa County Board of Supervisors
On February 2, 2002 Gallardo left the Maricopa County Election Department and declared his candidacy for the Arizona House of Representatives. Gallardo won election in late November of 2002, to serve the Legislative District 13 that covers the areas of Maryvale, Glendale, Tolleson, Cashion, and Avondale. Gallardo got elected into The Arizona House of Representatives in 2002, 2004, and the year 2008. Then, in January of 2009 Gallardo left the Arizona House of Representatives to work for a consultancy firm. Following the passage of Arizona SB 1070, which is the most comprehensive and stringent anti-illegal immigration legislation within the U.S., he announced his candidacy for Arizona State Senate for Legislative District 13. In the month of November in 2010 and was reelected in 2012. In 2012, he introduced bills to repeal anti- immigration laws.

Steve Michael Gallardo (born October 25 in 1968) is an American politician from the state of Arizona. As a Member of the Democratic Party, Gallardo serves as a member of the Maricopa County Board of Supervisors which represents the 5th district. Gallardo previously served in the Arizona State Senate, representing the 13th district between 2011 and 2015, and also was a member of the Arizona House of Representatives from 2003 until 2009.

In December 2013, Gallardo became one of the plaintiffs in Gallardo v. Arizona, a lawsuit that challenges the addition of two at-large seats to the Maricopa Community College District as a violation of the state constitution.
