Watt previously had two terms of non- consecutive term from 2001 to 2003 as well as 2005 and 2007 in District 17 and District 16 seats. Watt was a failed candidate as governor for Wyoming in 2002.
Watt ran against the incumbent Democratic Representative Bernadine Craft, who is the incumbent Democratic Representative. He was unopposed during the vote in the August 17th, 2010 Republican Primary, winning with 536 votes. He was defeated in the November 2 2010, General race to Craft.
When Democratic Representative Bernadine Craft ran for Wyoming Senate and left the House District 17 seat open, Watt was unopposed for the August 21, 2012 Republican Primary, winning with 357 votes, and won the November 6, 2012 General election with 1,680 votes (55.2%) against Democratic nominee JoAnn Dayton.
When Republican Rep. as well as former Speaker of the Wyoming House of Representatives Fred Parady left office, Watt ran unopposed for the election on August 17, 2004. Republican Primary, winning with 547 votes. He winning the November 2 election in the 2004 General elections by just 85 votes and 1,540 votes (51.4 51.4 %)) against Democratic candidate Stephen Shea.

When Democratic Rep. Kenilynn Zanetti resigned and left District 16 vacant, Watt was unopposed for the August 22nd 2000 Republican Primary, winning with 500 votes. He then was elected the winner of the November 7th 2000 General election with 1,166 votes (51.7 percent) against Democratic candidate Larry Levitt.
