Stephen Hepburn was born on 6 December 1959 to Peter and Margaret Hepburn in Jarrow, Tyne and Wear. He attended Springfield School, Jarrow (now Jarrow School) as well as the University of Newcastle upon Tyne where he studied political science. He was an assistant personal for Donald Dixon (MP for Jarrow).

The seat was vacated by his seat on the British House of Commons for Jarrow after Dixon’s resignation in 1997’s General Election. Hepburn was elected with an overwhelming majority of 21933. He delivered his first speech on the 21st of May, 1997, where he spoke of Ellen Wilkinson and the 1936 Jarrow March.

He was on both the administration and defence select committees for four years starting in 1997. He was on the Accommodation and Works Committee from 2003 up to the 2004 General Election, since when he was a member of the Northern Ireland select committee. He is also the chair of the all-party group on shipbuilding and repair, as well as secretary of the all-party group on football.

Stephen Hepburn (born 6 December 1959) is an British politician. He was the MP in the constituency of Jarrow from 1997 until the year 2019. Hepburn was an official of the Labour Party until 7 October 2019 after which he was exiled from the party due to accusations of harassment by sexual nature. He was then an independent and was banned by the Labour Party from running as an official Labour candidate.

His election as a member of the South Tyneside Borough Council in 1985. He was appointed the deputy chief for seven years by 1990. He remains a councillor despite being an MP. He was chair of the Tyne and Wear Pensions for eight years starting in 1989. In the 90s Hepburn was sentenced to PS75 for a slap on another Councillor Iain Malcolm.

On 7 October 2019, Hepburn was suspended from the Labour Party pending an investigation into alleged sexual harassment of a female party member in 2005. He denied the allegation.
