In October of 2010 in October 2010, the Federal Election Commission announced that it was conducting an investigation into a loan of $250,000 that from the Gates Banking and Trust Company where Fincher’s father was a board member, provided to Fincher which he didn’t divulge in the FEC filings. Initially Fincher’s FEC filing stated that the loan made to the campaign committee was derived from the personal funds of the candidate without mentioning any bank loan. On the 6th of December in 2010, Fincher’s campaign amended its FEC filing.
Fincher’s seat was made considerably safer after the 2010 census. He lost his share of Clarksville while picking up some heavily Republican territory east of Memphis which had previously been in the 7th District. This turned the 8th into one of the most Republican districts in the nation; with a Cook Partisan Voting Index of R+19, it is the 11th most Republican district in the South and the most Republican district in the state outside of East Tennessee.
On November 2, 2010, Fincher defeated Herron, receiving 98,484 votes to Herron’s 64,701, or approximately 60% of the vote. Upon his swearing-in on January 3, 2011, Fincher became the first Republican to represent what is now the 8th District since 1898.
A seventh-generation farmer from the seventh generation, Fincher has been a partner of Fincher Farms which is a family-owned firm that produces soybeans, cotton, corn and wheat on over 2500 acres in the western part of Tennessee. Fincher Farms has been awarded $8.9 Million in agricultural subsidies in the last decade mostly through the program for cotton, as per U.S. Department of Agriculture statistics. Fincher received a grant of $13,650 to purchase storage and grain hauling equipment by the State Department of Agriculture in 2009 as part of the Tennessee Agriculture Enhancement Program. Fincher has received more than $3.5 million in federal grants over the years, with the majority of it going to cotton cultivation.

Stephen Lee Fincher (born February 7 1973) is an American politician, who served as an U.S. Representative for Tennessee’s 8th district in the congressional district from 2011 until 2017. Fincher is a member of the Republican Party. The seat was filled from retirement Democratic incumbent John S. Tanner in 2010. Fincher was defeated by Democratic Tennessee State Senator Roy Herron in the 2010 mid-term Congressional election. Fincher was elected again in 2012 and in 2014. On February 1st, 2016 he announced he would not run for an additional term. On the 22nd of October in 2017 Fincher made a public announcement about his bid for U.S Senate seat currently held by former Senate President Bob Corker. Fincher announced his withdrawal in February of 2018, instead, urging Corker to run for his reelection.
The 8th was for a long time the most well-known “Yellow Dog” Democrat district. The majority of local and state officials were Democrats and congressional elections typically saw Democrats get reelected. However, the country had become increasingly favorable to Republicans on a national scale from the beginning into the 20th century. In the presidential election of 2008, Republican U.S. Senator John McCain carried the district with 56% of the votes.
Fincher is a fiscal and social conservative; he is strongly pro-life and pro- gun, and opposes same-sex marriage. On the issues section of his Website, he lists his top priority as restoring “limited government.” He does not consider himself a traditional politician; his slogan in 2010 was “My roots are in Tennessee, not in politics.”
