After becoming a director at United Utilities Group in 2014, he became chairman of the company’s corporate responsibility committee in 2016. In 2017 he was named a director for the Department for Business, Energy and Industrial Strategy (BEIS).

He returned to public life in January 2008 as chief of strategy and principal advisor for Prime Minister Gordon Brown. Serving as Brown’s Downing Street Chief of Staff, he was given responsibility for running political strategy, research, communications, and the Policy Unit. Carter was subsequently appointed Brown’s communications minister in the House of Lords, and in October 2008 he became the Parliamentary Under-Secretary for three departments simultaneously: serving as Minister for Communications, Technology and Broadcasting and heading the Department for Business, Enterprise and Regulatory Reform and the Department for Culture, Media and Sport. Because Carter was not a Member of Parliament, it was necessary to appoint him to the House of Lords for the ministerial positions. He was created Baron Carter of Barnes, of Barnes in the London Borough of Richmond upon Thames on 15 October 2008, introduced to the House of Lords by Lord Currie and Lord Puttnam. He served in the House of Lords on the front bench in his capacity as Minister.

In 2000, Carter was appointed chief operating officer and the managing director for UK television company NTL UK & Ireland (now Virgin Media). The company was heavily in debt and Carter was instrumental in the complete reforms to the UK & Ireland business. Due to the company’s debt in excess of PS12 billion and the market conditions, the business was required to apply to file for Chapter 11 bankruptcy protection, with Carter presided over the bankruptcy procedures. The company was set to end Chapter 11 when he left in 2003. His payoff for compensation, believed to be in the vicinity of PS1.5 million, with a PS600,000.00 bonus, was met with criticism from shareholders. In late 2007 , the company settled the class action lawsuit filed by shareholders, by paying 9 million dollars in compensation.

Stephen Andrew Carter, Baron Carter of Barnes, CBE (born 12 February 1964) is a Scottish politician and businessman. Beginning his career as the chief executive officer of J Walter Thompson UK & Ireland and the COO for NTL UK & Ireland (now Virgin Media), in 2003, Carter was named the CEO in 2003 of Ofcom (Office of Communications) in the United Kingdom. Then he was the group chief executive officer of the Brunswick Group from 2007 until 2008 when he took a step out in order to be a part of the government of the Prime Gordon Brown. Gordon Brown, Initially serving as Brown’s chief of strategy, chief advisor, and Downing Street Chief of Staff as well as the Minister of Communications, Technology and Broadcasting between 2008 and 2009. In the years 2010-2013,, he held various managerial posts at Alcatel-Lucent and, in 2013, he was named the Group chief executive officer of Informa which is an information and event company.

Carter joined the company J Walter Thompson (JWT) in 1986 as a graduate student with a focus on technology and media. In 1994, JWT named him the managing director and chief executive officer of the J Walter Thompson Company UK & Ireland. He was then promoted to JWT’s director managing in the year 1995 and the chief executive in 1997.

He became the group chief executive officer of Brunswick Group LLP on 1 March 2007, in what was a newly created position. He resigned from the role in January 2008 to join the administration of Prime Minister Gordon Brown. At that time, he also stepped down as a commissioner of the UK Commission for Employment & Skills and non-executive director of Royal Mail Holdings and Travis Perkins.
