However, she was always referred to as Stephanie in the members of her Greek family. Her grandfather George founded the well-known Garden Restaurant in Starke in 1958. Her father Gus ran the restaurant until the time he sold it 2008. She was raised living in Clay County, attended St. Johns Country Day School until the time her mother passed away in 1984. Her graduation from Bradford High School in 1988. Kopelousos went to her studies at the University of Alabama, majored in political science and wanted to pursue work in the field of public policy. Following her graduation at the age of 23, she moved in Washington, D.C.. When she was looking for a job in the federal government, she accepted an employment as a hostess to help pay the bills.

In the early part of 2009 Bill Salter Advertising obtained the 105 permits needed to clear trees that block from the billboard’s view. The state law allows an Florida Department of Transportation some flexibility in the submission of a mitigation strategy as well as the amount that are paid to the state that can range from as high as $30,000 for each billboard. It also demands the company give up two of its billboards in exchange for each permit granted for the “non-complying” (built before 1996) billboard. There were 28 permits that weren’t compliant. Salter permits were exempt from all requirements. A grand jury of Florida’s Second Judicial district-Leon County investigated the FDOT in the Spring term of 2011. They concluded that “FDOT District 3 staffer Wilks knew the law and the FDOT rules, but was instructed to circumvent it. Yet the only measure taken by FDOT to address the issue once it came to light in the press was to offer training to Wilks and his staff on the law and FDOT rules. Neither James Rodgers nor any other FDOT employee was disciplined as a result of this debacle. To the contrary, James Rodgers was allowed to remain in his position for eighteen additional months through mid- year 2011 and he retired with full benefits.”

Denver Stutler was appointed as FDOT Secretary by governor Jeb Bush, in the year 2005. Stutler appointed Kopelousos for his position as chief of staff to Tallahassee. After the Governor Crist became elected in 2007, the governor picked Kopelousos to be the FDOT Secretary over more competent candidates, such as a more knowledgeable female engineer. She served as the head of the department between 2007 and 2011.
