Stephan Noller studied psychology at the University of Cologne, earning the distinction of an honorary doctorate for his dissertation “Mental Models and Web Navigation”. Professional research and publications, Noller focused on theories related to what conclusions can be drawn from the user’s internet behaviour. His roots are from the Fraunhofer Society, where he developed machine learning algorithms that could determine demographics and interests of users using data on behavior. After creating a brand new method to measure internet coverage for the industry group AGOF when he was working for TNS Emnid, he created an online targeting system for advertising built on automated profiling to be used to be used in TNS Infratest in the year 2006 Predictive Behavioral Targeting through nugg.ad. In addition to constantly developing the system, he also was involved with United Internet Media, and publishing portals like web.de (named TGP) and gmx.de.
The Predictive Behavioral Targeting system was the first system for targeting to receive the data privacy seal by the Independent Centre for Privacy Protection (ULD) in Schleswig-Holstein, Germany, and was also awarded an EuroPriSe Seal (funded from the European Commission under its eTEN program) in 2009 due to the use of an earlier anonymization method which was able to block IP addresses in a reliable manner and was in line with the central austerity requirement for protecting data. The German government granted Noller as well as Richard Hutton a patent for the system in February of 2015.
