He was a member of IK Tjalve during his senior career. He is the meeting director of the Bislett Games since 2007. His indoor and outdoor records are both 2.36 meters – these can also be the Norwegian records for the event.
His personal highest jump was 2.36 metres, which was achieved on July 27, 1997, in Oslo. It is currently the Norwegian record. Hoen was able to reach 2.30 meters or more, 32 times, while Sarnblom was only able to clear this height or more two times. Hoen already set an indoor record of 2.36 meters, in the month of February in Balingen.
Hoen was close to winning medals in 1995, taking fourth places at his participation in both World Indoor Championships and World Championships in the year before he picked up another European medal, this time bronze in the 1996 European Indoor Championships. Hoen was fifth in the 1996 Summer Olympics as well as eighth in the 1997 IAAF World Indoor Championships, fourth at the 1997 World Championships and sixth at the 1998 European Championships. He was crowned Norwegian champion in 1991 and 1993-1998.

In his beginnings, he placed 11th in the 1990 World Junior Championships, fourteenth at the 1991 World Championships, ninth at the 1992 European Indoor Championships and ninth at the 1993 IAAF World Indoor Championships. He was a participant at the 1992 Summer Olympics alongside Hakon Sarnblom but failed to make the finals.
In 1994, he was fourth in the European Indoor Championships before winning the European Championships in August with the jump of 2.35 meters. This was a world-class competition record for only 12 years till Andrey Silnov surpassed it by 2.36 meters.
Hoen intended to make a brief comeback at the 2006 Norwegian championships, but failed to show up at the competition.
