Carter took the 2010 election in 2010 with 54.63 percentage of vote. He defeated Kent by a 10-point difference in victory.

Stefani Carter (born on February 15th 1978) was a former member of the Texas House of Representatives from the 102nd District. It comprised portions of Dallas as well as northwestern Dallas County suburban areas of Garland as well as Richardson, Texas. The first time she was elected, in 2010, Carter was a pioneer in history when she became the first African-American Republican to be elected to the Texas House when she unseated the Democratic incumbent Carol Kent.

In 1996, she graduated at Plano East Senior High School and was awarded an all-inclusive scholarship for at the University of Texas at Austin and received the highest degree with the degree of Bachelor of Arts in the field of Government and an Associate of Science in Journalism. In her time at UT she worked as an intern in the White House during the Clinton administration.
Carter and Ted Cruz, then the Republican nominee for the U.S. Senate from Texas, gave commentary at the 2012 Democratic National Convention in Charlotte, North Carolina. The Dallas Morning News called Carter “a posterwoman for GOP outreach to minority candidates and voters.”
