Emmanuel enjoyed record-breaking success on the charts with his subsequent track, “Police Officer”, that was released towards the end of 1984. It was said to be an autobiographical story of the moment that Emmanuel was detained for possession of cannabis. He was then released in exchange for an autograph after the police officer recognized his name as a well-known reggae singer. Despite the issue – and possibly because radio station managers in the mid- 1980s in the UK didn’t understand the concepts of “ganja” and “sinsemilla” The single became successful. It was a Top 20 hit, selling 160,000 copies and earning Emmanuel the privilege of appearing on the BBC’s famous music program, Top of the Pops. The song, though funny had a serious aspect in that it was a reflection of the way that black people are unfairly treated by police. The recording was made with Janice Lang’s BBC Radio 1 show in December 1984. He was included on the pages of Echoes, Record Mirror, as well as the NME in the early part of 1985. The popularity in the release of “Police Officer” prompted a release reissue in the form of “Cockney Translation”. It received a lot of radio play at BBC Radio One and sold more than 40,000 copies however it only made it to the lower reaches of the UK Singles Chart. The success of the album led to an appearance in the Reggae Sunsplash festival in Jamaica in 1985.
He was signed to the Reggae label based in London, Fashion Records, his first single “Cockney Translation” (1984) was a guide for Jamaicans to London’s East End dialect: “Cockneys have names like Terry, Arfur and Del Boy/We have names like Winston, Lloyd and Leroy”. The track merged the cockney dialect and London’s version of Jamaican patois, a dialect that translates from one to the other. Simon Reynolds has often cited the track in the course of his work saying that it was the precursor to the creation of a brand new hybrid accent where the white people of East London adopted a number of words of black heritage. The song’s lyrics were later employed in school to illustrate how immigration has changed our English language. Smiley Culture popularised the “fast chat” style of deejaying, which had its roots with Jamaican DJs like Ranking Joe, and was further developed through British toasters, specifically those who were on the Saxon sound system, such as Peter King.
However, Smiley’s family raised concerns about the investigation, claiming that the IPCC “had let [them] down” and that many “unanswered questions” remained. The conditions surrounding his death and the subsequent investigation were also questioned by members of the general public, his death often being considered in the context of police brutality and other black people dying in police custody. A study into the causes and consequences of the 2011 United Kingdom riots, led by the London School of Economics in collaboration with the British newspaper The Guardian, identified Emmanuel’s death, perceived by some as a prominent case of police abuse, as a contributing factor to the riots.
