Republic of Singapore to serve in the parliament as one of nine independent, non-elected members of the parliament. While he was an NMP (NMP), Tay focused on issues related to the environment, civil society and rights of the human. On June 30, 1998 Tay proposed a motion at the parliament regarding pollution from haze. The motion urged the government to take action to prevent and control the spread of fires in Indonesia which affected Singapore by causing haze pollution and also impacted the environment in the region and human health as well as economic activity. The motion was backed by NMP Mr Zulkifli Bin Baharudin and Ms Yeo Cheow Tong, who was the former Minister of Health as well as Minister of the Environment. Tay continued to be an NMP from 2003 onwards, serving an unprecedented three years. The year 1998 was the time Tay was appointed by Prime Minister Tan to conduct the public consultation known as Singapore 21, on the future requirements and aspirations for Singapore in the coming years. Tay was a member of the Main Committee of 11 members of the parliament. He was also Co-Chair for the panel that dealt with “Consultation and Consensus vs Decisiveness and Quick Action”. The year 1999 was the time that Tay assumed the chairmanship of the Singapore Institute of International Affairs. As Chairman of his position at the SIIA, Tay went to Jakarta for a fact-finding mission to find solutions to the forests fires as well as the pollution. The mission was to find out how the NGOs in the region could work together to come up with a solution.

From 1986 until 1991, Tay started his legal career working for Shook Lin & Bok, Advocates & Solicitors. The firm specialized in corporate litigation, providing advice to corporations, as well as large banks and property firms. As of 1989, Tay wrote a weekly column of The Sunday Times newspaper for two years. The year 1991 was the time Tay began an organization, the Singapore Volunteers Overseas (now called Singapore International Volunteers) with the Singapore International Foundation, which seeks out young volunteers to offer technical assistance in developing nations. As of 1995, Tay joined the board for the non-governmental Singapore Environment Council. The board remained in place for eight consecutive years.
Tay graduated with an LL.B (Honours) qualification in the National University of Singapore (NUS) in the year 1986. In his time as an undergraduate student, Tay was the president of the NUS Students Union for three years. When he was in 1993, Tay continued to study for an LL.M. at Harvard University as a Fulbright Scholar. He was awarded an award called the Laylin Prize in 1994 for the most outstanding graduate thesis on Public International Law.
From 2002 to 2008, Tay chaired the National Environment Agency of Singapore, the country’s main agency for environmental protection and public health. In 2006, he received the Public Service Medal (Pingat Bakti Masyarakat, PBM) from the Singapore government, a National Day Award. In 2009, Tay spent a year in New York as a Bernard Schwartz Fellow. Tay formerly taught at Harvard Law School, Yale and the Fletcher School of Tufts University as a visiting professor.
