Gracy II. Her dissertation was titled “The Source- Seeking Cognitive Processes and Behaviour of the In-Person Archival Researcher.” Sweeney is the instructor for the section on description in the first year of the Archival Studies course at the University of Manitoba.

Sweeney was the Editor of the ACA (Association of Canadian Archivists) Bulletin from 1985 to 1987, and president of the Association of Canadian Archivists from 1998 until 2000, in addition to other posts. She was the principal creator of the Code of Ethics for the Canadian archives profession. She was named an ACA Fellow in the ACA in the year 2011. She was Secretary of the International Academy of Certified Archivists from 2003 until 2005. She was instrumental in establishing the Saskatchewan Council of Archives and Archivists in 1986, as well as the Saskatchewan Archivists Society in 1988 and in 1992, the University Special Interest Section of the International Council of Archives in 1992. Between 2006 and 2008, she served as secretary general of the Bureau of Canadian Archivists, chosen to the position by ACA and acting as the representative for Canadian professional interests in archival work internationally. She was named the ACA member of the Sectoral Committee of the Canadian Commission on UNESCO in the year 2009.

Sweeney completed her studies at Alberni District Secondary School in 1977. She then received an undergraduate degree in Arts in Latin from the University of British Columbia in 1981. She was one of the first 10 students accepted into the very first Masters of Archival Studies program at the University of British Columbia in North America at the University of British Columbia and received her master’s degree in the year 1985. The thesis she wrote was entitled “A Comparative Study of the Record Keeping Practices of the Anglican, Baptist, and United Churches in British Columbia.” She was a student of the archival researchers Terry Eastwood and, for only a short time, Hugh Taylor. After completing her course and graduation, she was hired as the University Archivist at The University of Regina, from 1983 until 1998. She was named Director of the University of Manitoba archives in 1998. She was then the coordinator for FIPPA (Freedom in Information Protection and Privacy Act) as well, in the following year, PHIA (Personal Health Information Act) for the University. The responsibility for these two additional areas was shifted to the Vice-President Administration when the structure changed from into the FIPPA office to Vice President Administration in 2008.
