O’Keefe was appointed NASA administrator on the 21st of December 2001 following that the United States Senate confirmed his nomination. He was appointed to NASA without formal education in engineering or science (as did James E. Webb who was NASA director from 1961 until 1968). O’Keefe’s career at NASA is divided into roughly three equal times each one marked by a singular issue or event that was of paramount significance. From between December 2001 and January 2003, O’Keefe slashed an overrun of $5 billion during the building of the International Space Station. He also was able to address an accident involving the Space Shuttle Columbia accident and the aftereffects. Between January 2004 and Feb. 2005, O’Keefe reconfigured NASA to begin working on President George Bush. Bush’s new Vision for Space Exploration to take humans into space, including the Moon as well as Mars.

In 2003, it was claimed, O’Keefe warned Hansen not to discuss humanity’s role in global warming. “The administrator [Mr. O’Keefe] interrupted me,” Dr. Hansen said in the New York Times, “he told me that I should not talk about dangerous anthropogenic interference, because we do not know enough or have enough evidence for what would constitute dangerous anthropogenic interference.” O’Keefe’s spokesperson said O’Keefe had not meant to admonish Hansen or suggest that research efforts should be cut. The New York Times reported that “Dr. Franco Einaudi, director of the NASA Earth Sciences Directorate at the Goddard Space Flight Center in Greenbelt, Maryland, and Dr. Hansen’s supervisor, said he was at the meeting between Dr. Hansen and Mr. O’Keefe. Dr. Einaudi confirmed that Mr. O’Keefe had interrupted the presentation to say that these were “delicate issues” and there was a lot of uncertainty about them. But, he added: “Whether it is obvious to take that as an order or not is a question of judgment. Personally, I did not take it as an order.”

On July 7, 1992, The President George H. W. Bush appointed him acting Secretary of the Navy. He later became the an official Secretary in the Navy and held the position until Bush quit his post on January 20th the 20th of January, 1993. While his tenure was only seven years, it proved a turbulent. The initial purpose of his appointment was to in the clean-up of scandals like the “Tailhook” sexual harassment scandal He also addressed the reduction of Navyas well as Marine Corps forces in the aftermath of Cold War, and he introduced a brand new strategy statement for the sea service named “Foundation “…From to the Sea”.
