Following the award of the Juris Doctor, Clemons returned to Panama City and worked for the law firms at Bryant, Higby & Williams which specialized in insurance defense. Clemons is currently the head of The Clemons Company, Inc. An insurance agency that was established by the father of Clemons, Gerry Clemons, in 1957. Clemons joined the firm in the year 1991.

Clemons along with DeGeorge was the highest voters during the April 17, 2007 election. Clemons won the election and defeated DeGeorge at the 15 runoff election of 2007. Following the runoff the mayor was elected. Clemons received positive press by offering to reimburse Boy Scout troops for the signs they picked up.

After four successful runs as for the state legislature, Scott Clemons returned to politics when he announced in early 2007 his intentions to run against incumbent mayor Lauren DeGeorge. Two other men, Cliff Fleming and veteran city commissioner Bob Barnard also entered the race.

In 2010, Clemons was one of a handful of prominent Florida Democrats to break with his party and endorse the Independent US Senate candidacy of Governor Charlie Crist, a former Republican, rather than Democratic nominee Kendrick Meek [1].

When he was in the Florida Legislature, Clemons served as the president of the freshman class and chairman of the telecom and utilities committee, as well as vice chair of the banks and corporations committee. The spring of 1998 saw Clemons stated that he would not run for re-election to “to focus on his business and spend more time with his family.”
