Sandy Casar (born 2 February 1979) is a French professional cyclist who was an official between 2000 and 2013 for the Francaise des Jeux team. His most notable achievements include having won three races of the Tour de France, as well as the overall classification of the Route du Sud in 2005. He also won the single-day race Paris-Camembert in 2011.
In 2010 Casar took the Stage 9 in the Tour de France, after being part of a lengthy breakaway that climbed a number of categorised climbs which included one of them, the Col de la Madeleine. The breakaway was reduced to just four units during the downhill of the col and then was snatched in the last mile in the final kilometer by Andy Schleck and Alberto Contador who had managed to escape from their group at the top of the Madeleine. Casar was the winner of the uphill sprint to claim the prestigious win on one of the most difficult races of the Tour. The year before, he was the winner of the classic Paris- Camembert again following an extended breakaway. He tried to escape up an uphill towards the end however, he was snatched in the midst of four other riders. However, he was able to win the sprint to beat them and took the victory on the road he had trained on during his childhood.
The year 2009 was the one in which Casar was second on the stage 16 of 2009’s Tour de France. Stage 16 was originally won by Mikel Astarloza. Then, Astarloza was found after the Tour to have been tested positive for EPO before the race begun. The race’s organisers stripped him the stage title and Casar was named the official stage winner. Casar then finished 11th overall.

In Mantes-la-Jolie, Yvelines, Casar became a professional in 2000 after he rode for Jean Floch-Mantes’s team as an amateur. Casar’s potential was discovered in Paris-Nice 2002 in which placed him second when he was the age of 23. He placed 13th at 2003’s Giro d’Italia, in front of climber Marco Pantani. He won his most prestigious victory during a part of 2003’s Tour de Suisse. He was 16th in the 2004 Tour de France, and sixth in the 2006 Giro d’Italia, 25 minutes ahead of winning Ivan Basso. Casar also took home his first race, the Route du Sud in 2005.
On the 27th of July 2007 He won the first Tour de France stage, taking the stage ahead of Laurent Lefevre, Axel Merckx and Michael Boogerd in a sprint after a collision with another animal earlier that day. He finished 14th overall at his 2008 Tour de France.
On 6 September 2013, Casar announced his retirement from cycling.
