Prior to his role as the head of the SBA, Baruah served as U.S. Assistant Secretary of Commerce. In this position, he managed the government’s domestic economy development programme, called the Economic Development Administration (EDA) He also served as the senior advisor for the Commerce Secretary Carlos M. Gutierrez regarding the 2010 Census and represented the U.S. at the Organisation for Economic Co-operation and Development (OECD) in Paris, France. Baruah was responsible for the design and the implementation of the agency’s highly acclaimed balanced scorecard.
