He was earlier a member of the Indian National Congress. He was elected to the Rajya Sabha from Bihar in 1986 as a Congress member. Over the years of his career, he has held the posts of Minister for Urban Development, and Minister of Parliamentary Affairs in the Union Government headed by P. V. Narasimha Rao. He joined BJP in 1999.
