He resigned in December 2001 and on 23 May 2002, Murat Zyazikov was elected president of Ingushetia under controversial circumstances. Since then the republic has become more violent.
On 30 September 2008, Aushev commented, in his interview to Echo of Moscow radio station, on the increasingly tense situation in Ingushetia, accusing the current authorities of excessive use of force in the republic, leading to the radicalization of the society and threatening to plunge Ingushetia into civil war. The opposition news website Ingushetia.org reported that the Ingush president Murat Zyazikov ordered the republic’s television and radio broadcasting center to block Echo of Moscow’s signal for the duration of Aushev’s appearance.
Ingushetia was hit hard by the influx of refugees from North Ossetia and Chechnya during the First Chechen War. Aushev repeatedly protested the incursions of Russian soldiers and threatened to sue Russia’s Ministry of Defence for any damages. According to President Aushev, his people cannot forget how Russian armored columns and the same Defense Minister (Pavel Grachev), assisted in the destruction Ofgush settlements as well as the expulsion of Ingush populations during the 1992 conflict in North Ossetia.

Ruslan Sulovich Aushev (Russian Ruslan Sukhovitch Aushev; Ingush Ruslan Sultana Olshana’k’an, born 29 October 1954 in Volodarskoye Kazakhstan) was Ingushetia’s president from March 1993 through December 2001. According to reports, he was the youngest Soviet army officer to attain the rank of lieutenant-general. On 7 May 1982, he was given the title Hero of the Soviet Union for his actions in Afghanistan. Aushev is Ingushetia’s most beloved politician. He has maintained peace and stability in the Chechen war.
Aushev joined the Soviet military in 1971. He graduated from the Ordzhonikidze Higher Combined-Arms Command School, in 1975. After that, he served in North Caucasus Military District where he was promoted to chief of staff for a motorized rifle battalion. In 1980, he was deployed in Afghanistan. As part of a small contingent of Soviet troops in Afghanistan, he commanded the motorized rifle battalion at the 180th Motorized Rifle Regiment. He led his battalion through an ambush by rebels and was awarded the title Hero of the Soviet Union, as well as the Order of Lenin. He attended the M. V. Frunze Military Academy after his first deployment to Afghanistan. After graduating in 1985, he was promoted to Major and returned to Afghanistan. He sustained serious injuries at the Salang Pass on 16 October 1986, but he was able to return to active duty. He attended the Military Academy of the General Staff from 1989 to 1991 and graduated with distinction. In 1991, he was promoted to General- Major and 1997 to General-Lieutenant.
Later he ascended to the Soviet parliament where he remained for two years while serving on the Military Affairs Committee. In November 1992 Aushev was appointed to lead the provisional administration in Ingushetia, a position he resigned two months later to run in the Ingushetian presidential elections. Being the sole candidate, he won the presidency on 28 February 1993 with 99.99% of the vote, and he was re-elected two years later.
