His family moved to Montana in 1955. Brown attended Billings high school and grade school. He was a roughneck in the oil fields and enrolled at Montana Tech University, Butte, Montana to earn a Bachelor’s degree in Petroleum Engineering.

Brown was defeated by Kendall Van Dyk, Democratic State Representative in 2010 after a recount that saw only four votes of 6,208.

Roy Brown sold his oil-and-gas company in Billings and now makes a living renting property in the Billings region. Brown was a member of Montana’s House of Representatives since 1999. In the 2002, 2004, 2006 and 2006 sessions, Brown held leadership positions such as Majority Whip or House Majority Leader. Brown’s views are traditionally conservative.

Brown was a Marathon Oil Company energy developer from 1974 to 1982. This job took him all over the globe. He returned to Billings in 1983 to open an oil and gas company. It was sold in 1994, and he has been a landlord for the Billings area ever since.
