He was a candidate in the 2002 Election Committee Subsector By-elections in Legal sub-sector. This was responsible for the election of the Chief Executive of Hong Kong.
In March 2006, he and members of the Article 45 Concern Group co-founded the Civic Party and he became a member of the party’s executive committee. In the 2008 and 2012 Legislative Council elections, he was re-elected to represent New Territories East.
As a moderate pan-democrat, Tong opposed the party’s decision in January 2010 to join the “Five Constituencies Referendum”, to resign over the five geographical constituencies and run for the vacancy to trigger a de facto referendum over the 2012 constitutional reform package, which action was heavily criticised by Beijing. Tong intended to vote for the modified reform package, but was required to vote with the rest of Civic Party to oppose it.
He co-founded the Article 23 Concern Group in 2002 with two former chairmen of the Bar Association, Audrey Eu Yuet–mee and Alan Leong Kah–kit. They were opposed to the government’s attempts to implement Article 23 (Basic Law) which they felt was a threat to basic freedoms and civil liberties. In 2003, half a million Hong Kongers protested against the Article 23 anti-subversion bill. He was soon removed from the spotlight. The group became the Article 45 Concern Group after the July protest. This group called for universal suffrage in 2007/2008, as required by Article 45 of the Basic Law.

Ronny Tong Kawah, SC (Chinese : Tang Jia Hua; born 28 August 1950 in Hong Kong), is a Hong Kong Senior Counselor and politician. He is currently a non- official member of Hong Kong’s Executive Council. He was co-founder of the Civic Party. He also served as a member of Hong Kong’s Legislative Council from 2004 to 2015. After representing the New Territories East constituent, he resigned on 22 June 2015 from the legislature. This was after he switched from pro-democracy, to pro-Beijing Hong Kong political organization Path of Democracy, of whom he is the current convener.
Eight days after his election to the Bar chairman, 21 January 1999 on the 21st of January 1999, Court of Final Appeal ruled mainland Chinese children born prior to their parents becoming permanent residents of Hong Kong were entitled the right of abode within the city. The June 1999 interpretation of the Basic Law by the National People’s Congress Standing Committee was overruled by the city’s top court. Tong opposed the NPCSC’s interpretation and warned that a “Damocles blade” was hanging over Court of Final Appeal’s head due to the refusal of the government to allow Beijing to interpret the law. Tong stated that the public’s inability to promise not to seek additional interpretations from Beijing of the Basic Law had damaged confidence in the rule and law. In his annual report to barristers, he stated that confidence in the legal system and independence of our judiciary were bound to suffer.
In the 2004 Legislative Council election, he and fellow barristers from the group Audrey Eu Yuet-mee and Alan Leong Kah-kit ran for the geographical constituency direct elections. Tong combined with the other pro-democrats with a joint list in the New Territories East, where he was placed behind the Democratic Party’s Andrew Cheng Kar-foo and The Frontier’s Emily Lau Wai-hing. The list received more than 160,000 votes which Cheng, Lau and Tong were elected.

During the debate over the electoral reform over the 2017 Chief Executive election, Tong publicly criticised as unreasonable the pan-democrats’ support of party or public nomination for chief executive candidates. He put forward a more moderate proposal in October 2013. The proposal suggested increasing the membership of the nominating committee from the 1,200 member Election Committee to 1,514 and maintain the nomination threshold of 150 votes. Tong recommended the instant runoff voting system, which is used in Ireland, Australia, Sri Lanka; in mayoral elections in London, San Francisco; and in elections for some state governors in the United States, to elect a CE who could be accepted by all sectors. Tong also advocated repealing an existing law which disallows the Chief Executive belonging to a political party membership.
