Bronfman presented a bill to Knesset in 2005 that would amend the Dangerous Drugs Order to allow 50 grams (or about 1.8 ounces) of cannabis to be legally owned. Before, the legal limit was 15 grams or 0.5 ounces. Bronfman stated that the total prohibition on cannabis has not stopped cannabis use and that the only way to stop it was to pursue drug dealers.

Bronfman was born to a Jewish family in Chernivtsi (now Ukraine), in the Soviet Union. From 1971 to 1976, he studied at Chernivtsi University. He was a journalist and published articles in major newspapers in Moscow, Leningrad. Bronfman came to Israel in 1980. Bronfman served in the Israeli Air Force and was a part of the 1982 Lebanon War. After his military service, he attended the Hebrew University of Jerusalem and received a PhD in political science in 1989. He was a lecturer at both the Hebrew University (now the University of Haifa) from 1986 to 1993. He was a journalist in the Russian-language newspaper Aleph, Maariv and an announcer for Kol Israel’s Russian language service.
He was elected to the Haifa Municipality Absorption Authority in 1993 and has held this position since. He was also elected to Haifa City Council in 1993 and was made Deputy Chairman of Zionist Forum. Both of these positions he held until 1996, when he was elected to Knesset. During his time at Knesset, he was a member first of Yisrael BaAliyah, then of the Democratic Choice.
