Rosenbaum was born in Chapel Hill (North Carolina) and attended Pine Crest School, Florida. In 1988, she earned her Bachelor of Arts at Cornell University. She was a student-elected member of Cornell’s Board of Trustees and a member of Quill and Dagger Society. Rosenbaum was awarded her Juris Doctor magnacum laude in 1991 by the University of Miami School of Law.
Rosenbaum was a trial lawyer in the Federal Programs Branch of United States Department of Justice between 1991 and 1995. From 1995 to 1996, she was the staff counsel at the United States Office of the Independent Counsel. From 1996 to 1997, she was a Holland & Knight litigation associate. Rosenbaum was then a clerk for Judge Stanley Marcus of United States Court of Appeals, Eleventh Circuit. She was an assistant United States Attorney in Florida’s Southern District from 1998 to 2007. In 2002, she became Chief of Fort Lauderdale’s Economics Crime Section.
On November 7, 2013 President Barack Obama nominated Rosenbaum to the United States Court of Appeals for the Eleventh Circuit. She received a hearing before the Senate Judiciary Committee on February 11, 2014. Her nomination was reported out of committee by voice vote on March 6, 2014. Cloture was filed on her nomination on May 6, 2014. On Thursday May 8, 2014, the Senate voted 57–37 to invoke cloture on the Rosenbaum nomination. On Monday, May 12, 2014, the Senate voted 91–0 in favor of final confirmation (and elevation) to the United States Court of Appeals for the Eleventh Circuit. She was commissioned as a judge for the Eleventh Circuit on June 2, 2014.
