He was also Mayor in 2001 and 2011 for two consecutive five- year terms. He was elected again in 2016 for another (third) five year term.

His administration claimed to have initiated a “renaissance”, fueled by scientific research and the policy of making Trieste an exclusive tourist destination from both central and eastern European countries. His supporters viewed the Autorita portuale, an apolitical port-related organization, and the recent reconversion of the old fishmarket building into a contemporary arts gallery as significant steps in this direction. Dipiazza’s priority was to reduce the ICI (a local real estate tax). This meant that he would strictly control public expenses, but not affect the municipal’s administrative structure. It was a subject of debate whether these services were actually not touched. Dipiazza resigned in May 2011.

He was elected Mayor of Trieste in May 2006 with the support and assistance of a centre-right coalition. His new term’s program supported his vision of Trieste becoming the “capital of the Adriatic region”. His career began as a large-scale retailer manager, before he started his own business in Trieste’s provincial. In December 1996, he was elected as Mayor of Muggia and the leader of a center-right coalition. His administration claimed that it had renovated the old town, and revived tourism, primarily thanks to the new Porto S. Rocco. This yacht club, which is highly rated in the northern Adriatic Sea, was built with the support of international entrepreneurs. Through the establishment of new business relationships between Italian and Slovene multiutility (gas water, electricity, and water) companies, he claimed to have improved cross-border relations between Italy, Slovenia, and Italy. He was awarded the title of commendatore by President Carlo Azeglio Ciampi in 2000 for his services to the Republic of Italy.

He was elected Mayor of Trieste in May 2001 with the support and assistance of a centre-right coalition. His political program focused on the creation of a new role in Trieste, which was linked to the eastward expansion of Europe, the development of trade, the reorganization and strengthening of links between Trieste and its international institutes for advanced studies and applied research. The merger between Acegas (Trieste), and Aps (Padua), which took place during his first term as Mayor of Trieste in 2001-2006, created the largest multi-utility stock exchange listed in the north east. The Italian financial newspaper Il Sole 24 Ore named Trieste the best Italian city for quality of life and services in 2004. He was also a supporter of sports and was elected president of Pallacanestro Trieste 2004, the second division basketball team. He was also named “grande Ufficiale” in 2004 by Carlo Azeglio Ciampi (President 1999-2006).

As mayor of Trieste he was also in charge as President of the city lyric theatre “Giuseppe Verdi”. In April 2013 he was a candidate for regional councilor in Friuli-Venezia Giulia regional election for the list of PDL, the party of Silvio Berlusconi and Angelino Alfano: Dipiazza obtained a very high record of preferences in his constituency and he was elected as regional councilor. In May 2014 he was a candidate of NCD (Angelino Alfano’s political party) for the European Parliament, but he was not elected. In June 2016 he was the candidate of FI (Silvio Berlusconi’s political party) for the office of Mayor of Trieste with the support of NCD, Brothers of Italy, Northern League and other minor lists of the center right coalition: Dipiazza was elected against Roberto Cosolini (member of PD), the incumbent mayor of Trieste (2011-2016), for a new (the third) term.
