He participated in many standing committees, including National Defence and Veterans Affairs, which were responsible for improving the quality of life of Canadian Forces personnel and their families. From 1998 to 2000, he was also Parliamentary Secretary to the Minister of National Defence.

He was prepared to run for the 2004 federal election but lost the nomination of the Liberal party candidate to David Smith. Paul Martin changed party nomination rules, which altered the long-standing policy that the incumbent was selected by acclamation. This was part of the internal infighting at the time. Rural party members, who had supported Bertrand in the past, felt disenfranchised due to the new party nomination rules that required 3 polling sites spread across the riding (Fort-Coulonge Wakefield and Maniwaki), instead of the 1 neutral site. Because of their higher numbers and their polling locations, they believed that this favors the Maniwaki party members (mostly Smith supporters).
According to The Hill Times, Robert Bertrand wanted to run for the Liberal nomination in the forthcoming federal election. In March 2007, Bertrand’s original request to run was denied. The nomination was closed and Cindy Duncan-McMillan was elected to the candidacy to meet the party’s goal of 33% female candidates. Bertrand was called by Serge Marcil (current director of Liberal Party of Canada Quebec), on April 4. Marcil informed Bertrand that the candidacy had been reopened. However, he was given a one-week deadline to gather memberships and present himself as candidate. Bertrand declined this offer. The nomination was accepted by Duncan-McMillan, who won over Ottawa lawyer Richard Mahoney.
