She was born in Toyama, Toyama (formerly Yatsuo and Nei District) on 14 January 1959. Her mother owns a well-established inn. During summer vacation, she assisted with customer service.

Rie Shibata (Chai Li Hui, Shibata Rie) is a Japanese comedian and actress. She is also Toyama’s special deputy mayor. She is also the Ambassador for kombu in Rausu (Hokkaido).

After graduation from university she joined Gekidan Tokyo Vodovil show, but left in 1984 to start Wahaha-Hompo along with Masahiro Sato, Masami Hisamoto, and Masahiro Sato. She has been a Wahaha-Hompo signboard actress since then. Her activities have also expanded to include television dramas and variety shows.
In May 2005 she received a UAE (uterine artery embolization) at a general hospital in Tokyo, and was discharged after two nights and three days and immediately took part in the shooting of a TV drama. Then her myoma gradually shrank and the uterus is said to be one quarter of the size after a two year treatment.
