Richard Saccone, born February 14, 1958, is an American politician and author. He represented Pennsylvania’s 39th congressional district in the Pennsylvania House of Representatives. He was a Republican and the party’s nominee in the 18th congressional district special elections, which took place on March 13, 2018. It was a close race and Conor Lamb, the Democratic candidate, won it with a margin less than 0.4%. Eight days later, Saccone gave up the race.

Saccone presented to the state House, January 2012, a non-binding resolution (Resolution No. 535) to proclaim 2012 the “Year of the Bible in Pennsylvania.” Although the resolution was unanimously passed, Americans United for Separation Church and State criticized it. This resolution attracted considerable national and political attention.

In 2013, Saccone attracted attention for introducing the National Motto Display Act, a bill to require public school districts in Pennsylvania to post “In God We Trust” (the national motto) in every school building.

Saccone was re-elected with 60% of the vote in 2014 and 70% in 2016. The district includes part of Allegheny County and part of Washington County.

Saccone defeated incumbent Democratic Rep. David Levdansky in 2010 for the 39th district seat in the Pennsylvania House of Representatives. He won by 151 votes (50.3% vs 49.7%). Saccone challenged Levdansky to a rematch in 2012. Saccone won by a margin 50.2%-49.8%.

Saccone earned a bachelor’s in psychology/criminal Justice from Weber State College in 1982, a master’s in public administration degree from the University of Oklahoma, in 1984, and a master’s in national security affairs at the Naval Postgraduate School, in 1987. In 2002, Saccone was awarded a Ph.D. from the University of Pittsburgh.

The bill passed on a 179-20 vote in May 2016. The legislation was criticized by secular advocacy groups, such as the Freedom from Religion Foundation. Also in 2013, Saccone sponsored a “day of prayer” resolution, seeking to designate April 30 as a National Fast Day.
