Enrico Anthony Lazio (/’ l ae z i . oU/ ; born March 13, 1958), is an ex-four-term U.S. Rep from the State New York. Lazio was well-known for his unsuccessful bid to be elected U.S. Senator in New York’s 2000 Senate elections. He was defeated by Hillary Rodham Clinton. Lazio also unsuccessfully ran for the New York State Republican Party governor’s nomination in 2010.

Lazio was a Deputy Majority Whip and Assistant Majority Leader in Congress. He also served as Chairman of the House Banking Subcommittee on Housing and Community Opportunity. In a conservative-dominated leadership, he was widely regarded as the most influential moderate. Lazio made housing a primary issue from his first days in Congress. He was the leader of the Housing Subcommittee and drafted the Quality Housing and Work Responsibility Act of 1999, which is the most important piece of housing reform legislation for 60 years. It was signed into law by President Clinton. He said it made landmark housing reform possible. Lazio’s legislative achievements in the housing sector also included the Native American Housing Assistance and Self Determination Act, (NAHASDA). NAHASDA, which was enacted in 1996, provides housing assistance for Native American communities. The new HUD division was created, which combined multiple pre-existing programs to create a single block grant program dedicated to tribal housing.

The race between Lazio and Hillary Clinton became the most expensive Senate campaign ever conducted at the time. In a September 13, 2000 debate, Lazio left his podium and asked Clinton to sign a document affirming a pledge to abstain from benefiting from “soft money.” Clinton refused. Years later, Lazio acknowledged regretting the style with which he made his point, but maintained that “[o]n substance, it was right.”

In 2000, Lazio ran for the U.S. Senate from New York and was defeated by Hillary Clinton in the race to succeed Daniel Patrick Moynihan. His comparatively late entry into the race (five months before Election Day) followed New York City Mayor Rudolph Giuliani’s decision to withdraw from the Senate race. Lazio announced his candidacy for Senate on all five major Sunday morning talk shows on the same day, making him the second person ever to complete a Full Ginsburg.

As a Republican, Lazio represented New York’s 2nd congressional District. In 1992, he was elected to the second congressional district, defeating Thomas Downey who had been in office for 18 years. From 1993 to 2001, Lazio was elected four times.
