Kriseman was elected to replace Charlie Justice, the incumbent Florida State Representative. He chose to run for the Florida Senate instead of seeking re- election. Charlie Gerdes, a commercial attorney, challenged him in the Democratic primary. Both Gerdes and Kriseman campaigned positively throughout the election. Both candidates agreed on property and education insurance. Kriseman, however, stressed his progressive credentials and said he was “socially libertarian”. He also supported higher teacher salaries, smaller classroom sizes, compulsory community service for high-school students, and the Save Our Homes cap. Kriseman defeated Gerdes by a large margin. He received 64% of the vote, Gerdes’ 36%. Kriseman advanced to the general elections, where he faced Thomas Piccolo (the Republican nominee, a former president of the University of South Florida St. Petersburg student body). Both Kriseman and Piccolo emphasized their legislative experience. Kriseman drew upon his time on the City Council’s Legislative Affairs and Intergovernmental Affairs Committee where he advocated for legislation that would be beneficial to the city. The liberal district meant that the contest was close. Kriseman won his first term with 60% of the vote, while Piccolo received 40%.

Kriseman was elected to the St. Petersburg City Council seat in 1999. He defeated Robert Kersteen, who was then the incumbent City Councilman. Although voter turnout was low in 1999, the purchase of Sunken Gardens by the city, which was on the referendum ballot, increased voter enthusiasm. Kriseman lost to Kersteen narrowly, receiving 41% to Kersteen’s 59%. Kriseman was elected to replace Kersteen after he resigned from his position on the City Council in order to run unsuccessfully for the State House election 2000. He ran for re- election several months later to face Dennis Homol, Sr. (a wastewater treatment plant mechanic). Kriseman campaigned for his plans to improve the quality of life in the city by encouraging economic development and effective law enforcement. He also supported an ordinance that would ease restrictions for homeowners who want to add bedrooms to their home, while Homol campaigned for his support for desalination plants. Kriseman was reelected in a stunning victory over Homol, who received 76% of the vote to Homol’s 24%.

As a lawyer he practiced law with Englander & Fischer, P.A., and Stolba, Englander & Shames, P.A. From 2007 to 2011 he was an attorney with Saunders & Walker P.A. From 2011 to 2013 he was an attorney with Lucas, Green & Magazine.

Kriseman was re-elected without opposition in 2008. In 2010, he won the Democratic primary uncontested, and faced Thomas Cuba, the Republican nominee, in the general election. Cuba did not present a significant challenge to Kriseman, and he won re-election with 59% of the vote. He opted against seeking re-election in 2012, declaring, “I’ve been in office for 12 years, the last six in Tallahassee, and it’s been extremely challenging and frustrating being up there fighting a system that I think is broken. It’s time to come home and focus on my family and law practice, and figure out what is next for me in politics.”

In 1996, he was a member of the St. Petersburg Nuisance Abatement Board.

Richard David Kriseman, born August 2, 1962, is an American politician who has been the 53rd mayor of St. Petersburg. He is a member of Democratic Party and previously represented the 53rd District in the Florida House of Representatives from 2006 to 2012.

Kriseman was raised in Detroit, Michigan. He moved to Florida with his family in 1972. He attended Boca Ciega High school in Gulfport. After graduating from Boca Ciega High School in Gulfport, he matriculated at the University of Florida and received a bachelor’s in broadcasting. Kriseman received his Juris Doctor from Stetson University College in 1987 after he graduated. Kriseman was active in local politics. He served as a charter member for the Lake Pasadena Neighborhood Association, and was also Lars Hafner’s campaign manager.

He ran for re-election in 2003, facing challenger Homol once again, who attacked Kriseman and the City Council for being too friendly and not debating enough. Kriseman disputed Homol’s assertion, pointing out that he regularly voted against Mayor Rick Baker, specifically when he voted against a mayoral pay raise and when he voted for allowing alcohol sales on Sundays. He campaigned on a “progressive” vision for the city, which included support for “pedestrian safe zones, land-banking, live Internet access to council meetings and creative use of swimming pools such as holding “dog paddles” so people can bring their pets to swim,” noting that government can be “about creating opportunities for fun, too.” Once again, Kriseman won re-election overwhelmingly over Homol, and received 76% of the vote again.
