He was also a City Councillor in the eThekwini metropolitan municipality representing the opposition Democratic Alliance. Crouch is also a qualified commercial pilot and private investigator.

Crouch was elected City Councilor to Durban City Council on 22 May 2010. He represents Ward 99 residents for the Democratic Alliance.

In December 2012 Crouch was elected Councillor of the Year for 2012 by his colleagues.

In the aftermath of one of the most horrific accidents in Durban, the 2013 Pinetown crash, Crouch has been vocal about the Provincial Government’s failure in stopping the carnage on Fields Hill, going as far as accusing the KwaZulu-Natal MEC of Transport, Community Safety and Liaison, Willies Mchunu, of practicing tombstone legislation. Crouch has been campaigning for stricter rules for trucks on Fields Hill.

Crouch and his family decided that in 2005, Crouch would return to South Africa in order to continue where he left off in 1996, and to run for public office. Crouch was elected Chairman of the eThekwini Ward 10 Branch Branch of the Democratic Alliance upon his return to South Africa.

Crouch graduated from Mansfield High School, 1979. Crouch joined the Democratic Alliance’s predecessor, the Democratic Party in 1980 as a student activist. Crouch fled South Africa in 1986 because he opposed the Apartheid System. Crouch moved to the United States, where he continued his education as well as activism against Apartheid.

Crouch was 19 years old when he joined the Progressive Party. This was one of two opposition parties in the 1980 parliament. Crouch was a member of the Progressive Party from 1982 to his forced exile in the United States. This was also known as the White Resistance.
