Richard John Barker, born 27 October 1951, is a New Zealand politician. He is a member of Labour Party and was a middle-ranking cabinet minister in the Fifth Labour Government of New Zealand.

Barker, representing the Hastings constituency, was elected to the regional Council in 2013. He was elected deputy chair of that council in 2016. Barker was named chairperson of West Coast District Health Board in June 2018 by David Clark, Minister of Health. In December 2019, he was reappointed.

Barker was reappointed to Cabinet in 2005 as Minister of Internal Affairs and Minister for Courts, Minister for Civil Defence, Minister of Veterans’ Affairs, and Minister for Courts. After Labour’s 2008 defeat, Barker lost his ministerial warrants. However, the House of Representatives appointed Barker to the position of Assistant Speaker for New Zealand 49th Parliament.

Barker joined the Labour Party as a member in 1973. He also served as the Industrial Representative for the party’s National Council. He was elected the Labour Party candidate in the Hastings electorate election of 1993. This seat had been previously held by The National Party. In 1996, 1999 and 2002, he was reelected for the Tukituki reconfigured seat. He lost his seat in 2005 in a significant swing against the Labour government in the provinces. In 2005, he was returned to Parliament as a list member. Barker unsuccessfully tried to regain Tukituki’s seat in 2008. He was then returned to Parliament as a Labour list MP for the second time. In 2011, he was elected to Taranaki King Country, one of the most secure National seats. However, he wasn’t high enough on Labour list to continue as an MP.

2002 saw Labour’s re-election and Barker was elected to Cabinet as Minister for Customs, Minister in Courts, Associate Minister for Justice and Associate Minister in Social Services and Employment. He was also appointed Minister for the Community and Voluntary Sector and Ministre for Small Business during the 2002-2005 term.
