Richard Glen Woodbury, an American politician and economist was born October 10, 1961. Woodbury was an unenrolled state senator from Maine’s 11th district. He represented part of Cumberland County. This included Falmouth and Cumberland, as well as Yarmouth, where he resides. After defeating Green Independent Chris Miller and Republican Gerald Davis, he was elected the first time to the Maine State Senate. Cynthia Bullens, a Democrat, decided to drop out of the race in favor of Woodbury. However, her name remained on that ballot. From 2002 to 2008, he served three terms in the Maine House of Representatives. He was also a visiting scholar at the Federal Reserve Bank of Boston, and has written extensively about tax reform in Maine.

Woodbury declared on January 21, 2014, that he would not run for re-election.

Woodbury and others started a citizen’s initiative in Maine to replace Maine’s Plurality voting systems with a ranked-choice voting system, similar to what is used in Australia, and for the Mayor of Portland, Maine, among other places, days before the 2014 general elections.
