Parkes has led Field Marshal Montgomery Pipe Band to 65 Major Championship titles since 2016, making them the only pipe band ever to win all five Championships in one year.
Parkes was struck by a stroke in March 2004. Alastair Dunn steered the band to victory in the European Championships, in his absence. Parkes then returned to the podium to win the World Championships in Aug. Parkes stated that he is now able to focus more on his own playing because he cannot make mistakes after the stroke.

At the age of nine, he joined Raffrey Pipe Band and received tuition by Sandy Cummings. After a brief break, he returned in 1971 to the band. By that time, Raffrey and Field Marshal Montgomery had merged to create Freymont in Grade 3. Due to the imbalance of Freymont players, it was decided that the band should be reformed as Field Marshal Montgomery in 1976. Under the direction of Ricky Newell the band was promoted to Grade 2. However, Newell quit in mid 1981 and Parkes took over as pipe major. At the end of 1985, Field Marshal was promoted from Grade 2 to Grade 1. The band won its first World Championship 1992 and every Major Championship 1993.
He holds a Master of Science in Polymer Engineering from Bombardier Aerospace. Parkes was married to Ruth in 2000.
Parkes has been conferred two doctoral degrees honorem causa. On 01 July 2019, Queens University Belfast conferred a Doctor of Literature for services to music. On 04 July 2019, Ulster University conferred a Doctor of Letters for services to pipe band music nationally and internationally.
