He was educated at Queens College, University of Cambridge (1968-71) as well as the University of Sussex (1971-72). After spending almost two years in Ethiopia, he left to pursue a career in academia in Britain. His previous academic positions included Professor of Economics, University of Nottingham (1998-12), Professor of Economics Queen Mary College, London (1995-1998), Professor of Economics at University of Kent (1988-1995), Professor of Economics at University of Kent (1995-1998), Professor of Economics at University of Kent (1995-1995), Senior Lecturer at University of Kent (1977-1995), University of Reading (1975-1977) and University of Strathclyde (1974-1975).
His research has largely been on the labour market, particularly in the area of pension reform. His book Can we afford not to grow older? A perspective on economics of aging (MIT Press, 1996) presents a positive view of the slow aging of Western societies. He refutes popular views that such societies will be less productive and have lower living standards. Many of the “stylized facts” of household behavior in response to ageing can be described in the “life cycle” model of consumer spending and saving, skill acquisition, labour supply, and bequests. He did highlight some of the issues of public choice in trying to reduce excessive state spending on pensions and reform the health care system.
From 2011–12, he was labour market Adviser to Tom Winsor’s Independent Review of the Police Officers’ Staff Remuneration and Conditions. This was described as the ‘most comprehensive review of police officer and staff pay and conditions in over 30 years’, many of the recommendations of which have been, or are in the process of being, introduced. He is a member of the Senior Sector Review of police funding within the Home Office, 2016-17. He is also a member of the Fixed Cost Assessors Group examining legal fees, established by the LCJ under the chair of Lord Justice Rupert Jackson in 2017. In February 2018 he was invited to the join the Council of Economic Advisers to the Chancellor of the Exchequer, Philip Hammond MP.
