Rich Cowan, born February 7, 1956, was the Democratic nominee for the U.S. House of Representatives’ 5th congressional district. He is an American filmmaker, director, screenwriter, and producer. North by Northwest Productions is a film and video production company located in Spokane. He founded the company with a few partners in 1990. He served as the company’s CEO for 22 years. He launched the Inland Northwest movie industry and produced more than 40 feature films.

Cowan was elected to the Washington 6th Legislative District Senate seat against Michael Baumgartner in 2014. Cowan won 42.69% in the primary and was then able to move on to the general election against Baumgartner. Cowan lost the general election, with 43% less votes than Baumgartner’s 57%.

Cowan declared his candidacy in February 2012 for Washington State’s 5th Congressional District. He was officially nominated by the Washington State Democratic Party in May to run for the seat. He ran against incumbent U.S. Representative Cathy McMorris Rodgers, a Republican. McMorris rodgers has been the U.S. representative for the 5th District since 2005. Cowan won the primary with 35.65%, beating out two other primary candidates and allowing him to face McMorris rodgers in general. Cowan was defeated in the general by McMorris Rodgers, who received 38.08% of vote.

Cowan’s media career began at KHQ-TV in Spokane in 1979, when he was a local NBC affiliate. He also hosted the PM Magazine show. He was eventually appointed the station’s Community Relations Director. Cowan created the TV documentary “The Gentleman From Washington” about Tom Foley (then-Congressman) in 1989. Cowan spent a week filming Congressman Foley’s video and arranging interviews with fellow colleagues, such as Rep. Leon Panetta, House Minority Leader Robert Michel and Senator Dan Evans. Cowan was a KHQ employee and won two Emmy Awards from the Northwest Chapter of The National Association of Television Arts & Sciences.

Cowan founded North by Northwest Productions, a video and film production company in 1990. The company was originally focused on commercial and industrial video production. However, it quickly expanded its services. Today, the company has five divisions and a studio in Boise. North by Northwest made its first feature-length movie in 1995. In 1999, North by Northwest produced “The Basket”, its first breakthrough movie. Cowan produced, directed, and co- wrote the feature, which was nominated for several awards including Best of the Fest Family/Children at the Breckenridge Festival of Film, Directors Gold Medal Award at the International Family Film Festival, Best Family Movie of the year from the Movie Guide Awards, and Best of the Fest Family/Children at the International Family Film Festival. Since then, he has been involved in over 40 other feature film projects, including producer credits for Lies and Illusions, Norman, or Camilla Dickinson.
