Renee Jacisin Ellmers, born February 9, 1964, is an American politician. She was the U.S. Rep for North Carolina’s 2nd congressional District from 2011 to 2017. She is a Republican Party member. Ellmers beat Bob Etheridge, a seven- term Democratic incumbent, in 2010 by 1,489 vote. This was confirmed by a recount. Ellmers was defeated in the Republican primary by George Holding, a fellow congressman.
After the passage of Patient Protection and Affordable Care Act (which she opposed), Ellmers got involved in politics. She ran for the Republican Party nomination in North Carolina’s 2nd congressional District. The seat was held at that time by Bob Etheridge, a seven-term incumbent. In the Republican primary on May 4, 2010, she faced Todd Gailas, a car dealer, and Frank Deatrich, a retired businessman. She spent and raised more money than her rivals. With 55% of the vote, she won the Republican primary. She also won every county except Franklin.
In September 2011, Ellmers told students at Campbell University that she opposed a state constitutional amendment banning same-sex marriage and civil unions because it was too broad. A spokesman said “Congresswoman Ellmers has always believed that marriage is a sacred institution and is defined as the union between one man and one woman…As a voter, she would vote against a piece of legislation that would add a ban on civil unions to the protection of marriage since they are two different issues and should be dealt with separately.”
Three Republicans decided to challenge her in the primary, but all of them were first-time candidates. She won the May 8 primary with 56% of the vote. In the November general election, Ellmers defeated Democratic nominee Steve Wilkins, a retired US Army officer and Moore County businessman, 56%–41%.
Ellmers was declared winner on election day, November 2, 2010. A recount was conducted November 17-18 to confirm that Ellmers defeated Bob Etheridge by 0.8% or 1,483 vote.

Renee Jacisin was Renee Ellmers’ mother. She was the daughter of Caroline Pauline Marshalek and LeRoy France Jacisin. Her father was French-Canadian and Czech, and her mother was Polish and of Croatian ancestry. As a child, she moved to Madison Heights when her father became a car mechanic. Madison High School was where she graduated. Ellmers worked various jobs to pay her way through Oakland University, including as a medical assistant. She graduated in 1990 with a Bachelor’s of Science degree in Nursing. Ellmers was a Beaumont Hospital nurse in the surgical intensive care unit. In 2010, the Republicans also won control of the General Assembly. They used redistricting to make the 2nd district more friendly for Ellmers. They moved the district to the west in order to capture some Republican territory between Raleigh, Greensboro. These two sections were linked by a narrow tendril that ran from Fayetteville through Ellmers’ home in Dunn to Raleigh. Barack Obama won the 2nd place with 52 percent of votes, one of few districts in the south with majority-white voters. John McCain would have been the winner with 57 percent.
She supported the Budget Control Act of 2011 saying “It’s not 100 percent of what many of our very conservative colleagues want, but it is about 70-75 percent. This is not about who’s the most conservative. This is about common sense.”
