He was also responsible for social policy issues during the campaign. Hilbers was eventually elected State Minister of Finance. He is the State Minister of Finance and one of the representatives for the state at the Bundesrat.
Hilbers was elected to the State Parliament of Lower Saxony in 2003. With 72.2% of votes, he was elected to represent his constituency at parliament. He received 55.6% votes in the 2008 state election. He was the deputy chairman of CDU’s parliamentary group from 2013 to 2017.
