Joule was elected in 2012 to the position of mayor of Northwest Arctic Borough for a term of three years. At the end of his term, he announced that he would be retiring from public service.

Joule and “bush” Democrats Bob Herron and Bryce Edgmon began caucusing before the start of the 26th Legislature, January 2008. Joule was a member the Finance Committee in the House. Joule was also a member of the Finance Committee. He was a member both of the Special Committee on Economic Development, Trade & Tourism, and the Joint Committee on Education Funding District cost Factor for the 27th Legislature.

Joule was previously a Democratic member of Alaska House of Representatives. He represented the 40th District between 1997 and 2012.
