Raggi was nominated by President George W. Bush for the Second Circuit in May 2002, to replace Judge Amalya Lyle Kearse who assumed senior status. On September 20, 2002, she was unanimously confirmed by the United States Senate by an 85-0 vote. On August 31, 2018, she was elevated to senior status.

In 1987, President Ronald Reagan ordained her as a United States District Judge for the Eastern District. At 35 years old, she was one of the youngest Federal judges of the country and the first woman to sit on the Eastern District of New York’s 14-member bench. One of the trials she presided over was the Golden Venture case, which involved a ship carrying 300 Chinese immigrants and crashed on a Queens Sandbar in June 1993.
