He was originally a member the Socialist Left Party. He chaired the youth wing of Socialist Youth between 1986 and 1988. From 1986 to 1991, he was also a member the central party board. From 1990 to 1991, he chaired Oslo’s local party chapter. He was also the city commissioner (byrad), for the environment and transport within Oslo’s city government from 1991 to 1995. He resigned from the Socialist Left Party in 1995.
From 1996 to 2000, he worked for the Norwegian Agency for Development Cooperation and was secretary-general of the Norwegian Refugee Council between 2002 and 2005. He briefly worked in Asmara as a diplomat at the Norwegian Embassy. He was the State Secretary at the Ministry of Foreign Affairs during the first and second cabinets Stoltenberg.
On 21 April 2009 he was elected as Party Secretary of the Labour Party on its national convention, following the footsteps of his uncle, Thorbjørn Berntsen. The position is traditionally both powerful and influential. He was sometimes mentioned in party circles as a possible candidate to succeed party leader Jens Stoltenberg but did not candidate and Stoltenberg was succeeded by Jonas Gahr Støre. Following the 2015 local elections he became governing mayor of Oslo.
