Republican Minority Leader Eddie Calvo, Republican gubernatorial Candidate, chose Tenorio to be his running mate as Lieutenant Governor of Guam for the 2010 gubernatorial elections. Calvo and Tenorio beat their Republican opponents, Lt. Lt. Governor Michael Cruz and James Espaldon were defeated in the Republican primary election held on September 3, 2010. By approximately 500 votes, the Republican ticket of Eddie Calvo & Ray Tenorio won the 2010 Guam gubernatorial elections. This was just 500 votes more than the Democratic ticket of Frank Aguon and former Governor Carl Gutierrez. Calvo and Tenorio were officially sworn in to office at Hagatna’s Plaza de Espana on January 3, 2011. Gutierrez and Aguon were their opponents and filed a unsuccessful lawsuit challenging the results. They asked the courts to order a new election for gubernatorial office.

Tenorio was elected first to the Guam Legislature as Senator in November 2002. In both the 2002 and 2004 elections, he received the most votes. Tenorio was elected Senator in January 2003. He served four terms consecutively, including the 28th to 29th Guam Legislatures. In 2011, Tenorio was elected Governor.

Raymond Stanley Tenorio, a Guamanian Republican politician who was born February 8, 1965, is an ex-police officer with the Guam Police Department. Tenorio was a senator in Guam’s Legislature from January 2003 to January 2011. From 2011 to 2019, he was the ninth Lieutenant Governor for Guam. He failed to run for Governor of Guam and was defeated by Lou Leon Guerrero, Democrat in 2018.

Tenorio graduated in 1983 from George Washington High School, Guam. In 1984, Tenorio received a Criminal Justice Academy certificate at Guam Community College. Tenorio earned a bachelor’s in public administration degree from the University of Guam, in 2000, and a master’s in public administration degree from the University of Guam, in July 2011.

In January 2018, incumbent Lt. Governor Ray Tenorio officially announced his candidacy to be the next Governor of Guam. Tenorio selected former senator V. Anthony “Tony” Ada to be his running mate for the upcoming Republican primaries. The Tenorio/Ada ticket ran unopposed for the Republican primary.
