In late January 2012, he bought about 15 times as many shares (by value) as he sold, buying £S 127,000,000 and selling £S 8,670,000 of shares, mostly in Qatar National Bank–Syria and Syria International Islamic Bank.
Rebels saw Rami Makhlouf as a symbol for corruption in Syria. Demonstrators called him a “thief” in Daraa during Syria’s Civil War. Riad Seif, a Syrian dissident, was imprisoned several years for his criticisms of Rami Makhlouf. Seif, who was a member in parliament, was known for his harsh criticisms of the government of Syria during the Damascus Spring 2001. Seif launched an anticorruption campaign against the way two GSM mobile phones licenses were given, one to Maklouf’s Syriatel, despite numerous warnings by the Syrian government not too interfere. Seif was immediately stripped of his parliamentary immunity, and was imprisoned for five year. The Commission of Inquiry on Syria Arab Republic of the United Nations, established in 2011, has documented mass arrests by the regime forces that led to the forced disappearance of large numbers of combat-age men.

He is Syria’s richest man and the most powerful man in Syria. According to Syrian analysts, he is part al-Assad’s inner circle. No foreign company can do business with Syria without his permission and partnership. Makhlouf is the owner of Syriatel, Syria’s largest mobile phone network, as well as other real estate and banking companies.
Makhlouf was one of a number of connected insiders that dominated the small but growing private sector in Syria during the 1990s. The Makhloufs began to dominate the distribution of assets after privatization as President Hafez al- Assad prepared his son for succession. Assad believed that the Makhloufs could support Bashar in an uncertain political environment. This was contrary to other insiders who had financial ties with billionaire Lebanese Prime Min Rafiq Hariri (ex-Syrian Vice President Abdul Halim Khaddam). Rami and Ihab had easy access to many opportunities, including an exclusive license to run a network of duty free retail shops where a large portion of the goods were redistributed within the country. Makhlouf maintains a close relationship with Bushra al-Assad, Bashar’s older sister, and her husband Assef Shawkat. Makhlouf was able to continue unimpeded operations through the shell companies, since neither jurisdiction fell under US law; however the EU sanctions did affect the companies in the British Virgin Islands. HSBC told the law firm that the Swiss authorities had frozen Makhlouf’s accounts, and that “they have had no contact with the beneficial owner of this company since the last 3 months”. The Swiss Federal Administrative Court in 2015 rejected an appeal of the block on his use of an undisclosed sum in his Swiss accounts.
