R. S. Pandey was also the Commissioner, Central School Organization. This is a national organization that manages over a thousand secondary and senior secondary schools in India for six months (1998).
In November 2015, he was elected as Member of Legislative Assembly (MLA), on a BJP party ticket, from the Bagaha assemble constituency in West Champaran district in Bihar.
R. S. Pandey was appointed as the Union Secretary in the Ministry of Petroleum and Natural Gas at a very crucial time. Crude oil prices were at an all-time high of $140 per barrel, with very critical implications on India’s energy security. His tenure saw India successfully work its way through its energy needs in this critical period. There was also a breakthrough in domestic oil and gas production during his tenure. The oil PSU strike was also witnessed during this period, and its firm handling won much praise for the Government.
R. S. Pandey managed the District Primary Education Program (DPEP), which was funded by bilateral and multilateral agencies such as the World Bank, the European Commission and DFID. The World Bank President, 1997, cited DPEP as a program that had performed exceptionally well and could be used as a model for others. R.S. Pandey’s successful implementation of the program led to it being made into the Sarva Shiksha Abhiyan which is a flagship program that aims at universalizing elementary education in India.

R. S. Pandey was born in a small village of Champaran, Bihar to a Brahmin family. He died on 15 January 1950. He attended college at Bettiah’s MJK College. Science College was next. He also topped several university exams. 1972 saw Mr. Pandey being selected for the Indian Administrative Service. He was allotted the Nagaland Cadre, where he spent most of his career. This began a long relationship with the North East.
R S Pandey, a politician, is also a former officer of the Indian Administrative Service (batch 1972; retired in 2010). Since December 2013, he is a member the Bharatiya Janata Party, and a special invitee member to the BJP National Executive. He was a top bureaucrat and held important positions in central and Nagaland government administration.
As the Chief Secretary, R. S. Pandey initiated various reform measures including the law and order reform, financial sector reform and institutional reform to improve delivery and effectiveness of governmental programs (through enactment of Nagaland Communitization of Public Institutions and Services Act, 2002).
