Rafik is the child of Laroussi Khilfa, a former minister. His career began as a pharmacist. He founded Khalifa Bank in 1998. This bank managed the interests of small shareholders and institutional investors related to the Algerian government. He quickly built an empire that employed 14,000 people by continuing his activities in France. After working in luxury car rental, he founded Khalifa TV France, Khalifa Airways and bought a private Cannes hotel from La mome Moineau in September 2002 (2002-09).

Rafik Khalifa, a Cannes villa owner, wanted to start a ville nouvelle called “Algeria” which caught the attention of French media. After becoming close to the French show business, he met Gerard Depardieu as well as Catherine Deneuve. In 2003, however, he started a judicial liquidation against his indebted company. Khalifa used dubious methods to save his assets. A probe revealed that 50 million euros had disappeared from the Khalifa Bank in Algiers. Khalifa was later suspected of having used the money of people close to President Bouteflika of Algeria. He fled to London in 2003 and 17 judicial investigations were launched against him. Bouteflika ordered the closure of Khalifa Bank. Khalifa and Bouteflika are part of the same political system that has existed unchanged since 1962.

Khalifa’s trial involved more than 100 defendants and 200 witnesses. In March 2007 (2007-03 ) , he was condemned in Algeria, in absentia, to a life sentence, charged of criminal association, corruption, abuse of trust, and forgery.
