Rafi al-Issawi Biography

Rafi al-Issawi is one of the most popular and richest Politician who was born on March 2, 1966 in Anbar, Al Anbar Governorate, Iraq. Issawi was in Anbar when he was born. He is a member of the Albu Issa tribe. This tribe is the dominant tribe on an area of approximately 80 km south of Fallujah in Al-Anbar’s western province.

He formed the National Future Gathering party before the 2010 elections. It joined the Iraqiyya alliance. After nine months of negotiations, he was elected Finance Minister to the Al Maliki II government. It was established on 22 December 2010.

On 1 January 2012, Issawi was attacked by an improvised explosive device whilst driving. The attack wounded two of his security guards and was described as an “attempted assassination”. On 19 December 2012, he reported that nearly 150 of his guards and staff members had been arrested. He was also attacked on 13 January 2013. A bomb was detonated near to his convoy. Issawi was not hurt in attack that occurred while his convoy was heading to Fallujah to meet with tribal leaders. He resigned from his position in protest against Maliki’s policies on 1 March 2013.

After six months of negotiations and the December 2005 elections, the four main coalitions reached a “government in national unity” under Prime Minister Nouri Al-Maliki. Issawi, a member the Iraqi Islamic Party, was appointed minister of state for foreign affairs on 20 May 2006. On 1 August 2007, he with four other Front ministers resigned from the government, demanding that Nouri al-Maliki’s government take more action against Shi’ite militias. On 19 July 2008, the Front rejoined government and Issawi was elected deputy prime minister.

Rafi Hiyad Al-Issawi, a former finance minister who was also a deputy prime minister in Iraq, was born 2 March 1966. He is a doctor by trade and the fourth highest ranking politician from the Sunni Arab minority after Tariq al- Hashemi (former vice president), Saleh al-Mutlak (former deputy prime minister) and Usama al-Nujayfi (speaker of the Iraqi parliament).

After completing his training as an orthopedic surgeon in Baghdad, he was promoted to the post of head of Fallujah Hospital. He reported that 800 Iraqis were killed in the Second Battle of Fallujah. He claimed that the United States Army had blocked a team consisting of 11 Iraqi ministry health ambulances and 20 doctors, preventing them from helping injured and dead patients. He had made similar accusations a few months before, accusing the US Army of “constantly attack ambulances”. He claimed that an ambulance driver was killed in a September 2004 explosion targeting Abu Musab al-Zarqawi, the leader of Al-Qaeda’s Iraq branch.

In December 2011, he started a boycott the cabinet, along with all but four of the other Iraqiyya ministers. An adviser to the Prime Minister said Issawi had been linked to al Qaeda in Iraq, although the Americans in 2010 had said that a thorough investigation of these allegations had determined that they were groundless. Issawi called for the resignation of Prime Minister Maliki, following the issuance of an arrest warrant for Vice President Tariq al- Hashemi, saying Maliki was trying to “build a dictatorship”.
