Coomaraswamy, a Ceylonian civil servant, was born 17 September 1953 in Colombo. She was the youngest daughter of Rajendra Coomaraswamy (Roving Raju), a civil servant, and Wijeyamani, his wife. Her paternal grandfather C. Coomaraswamy, a civil servant, and her maternal grandfather S. K. Wijeyaratnam, a chairman of Negombo Urban Council. Indrajit Coomaraswamy is her elder brother. She graduated from the United Nations International School in New York City. She earned her B.A. Her J.D. was earned at Yale University. Columbia University: An LLM from Harvard University, her J.D.
In May 2003, Coomaraswamy became the Chairperson of Sri Lanka Human Rights Commission. As a member of New York University School of Law’s Global Faculty, she has also served. From 1996 to 2006, she taught a summer course at New College Oxford on International Human Rights of Women. She is the author of numerous publications, including two books about constitutional law and many articles about ethnic studies and women’s status.
In November 2011, Coomaraswamy gave a lectured entitled “Human Rights: Impact of Armed Conflict on Children” through Monmouth University’s Institute for Global Understanding’s United Nations Academic Impact Lecture Series.
In May 2011, Coomaraswamy gave a lecture entitled “Children and Armed Conflict: The International Response” at the University of San Diego’s Joan B. Kroc Institute for Peace & Justice Distinguished Lecture Series.
Deshamanya was conferred by the President of Sri Lanka on her, a highly regarded national honour. She was also awarded the International Law Award of American Bar Association, Human Rights Award of International Human Rights Law Group, Bruno Kreisky Award of 2000 and Leo Ettinger Human Rights Price of University of Oslo. Archbishop Oscar Romero Award of University of Dayton, William J. Butler Award of University of Cincinnati, McGill University’s Robert S. Litvack Award. In November 2005, she was awarded the Robert S. Litvack Award from McGill University in recognition of her outstanding service to the nation and the world.

Deshamanya Radhika Coomaraswamy (born 17 September 1953)is a Sri Lankan lawyer, diplomat and human rights advocate who served as the Under-Secretary- General of the United Nations, Special Representative for Children and Armed Conflict until 13 July 2012. In April 2006, Secretary General Kofi Annan tapped her for the position. On September 10, 2015, she was elected as a civil representative to the Constitutional Council (Sri Lanka). After atrocities committed against the Rohingya population, she was named a member of the United Nations Fact Finding Mission for Myanmar in 2017.
Coomaraswamy, a lawyer by education, was formerly Chairperson of Sri Lanka Human Rights Commission. She is an internationally recognized human rights advocate and has served as the Special Rapporteur on Violence against Women (1994-1903).
In January 2008, the United Nations requested that Coomaraswamy, as special representative for children in armed conflict, be allowed to observe the American military tribunal of child soldier Omar Khadr, but she was denied entrance.
