Pyo Chang-won, Korean: pyocangweon / Hanja: Biao Cang Yuan – born May 3, 1966), is a South Korean politician with professional expertise in politics and police studies. He is a self-taught, outspoken expert in criminal profiling. He declared that he wants to “realize justice through politics” and announced his candidacy in the 2016 parliamentary elections. As a Minjoo Party member, he was elected to the National Assembly.
On January 20, 2017, Pyo hosted an exhibition at the parliament that featured artworks mocking Park Geunhye. One of these artworks was the Dirty Sleep (deoreoun jam), in which Park Geunhey is shown naked. The galleria was condemned by many women’s rights and female-oriented groups. President Moon criticised Pyo for hosting this event and the galleria was quickly stopped. The Ethics Committee of Democratic Party of Korea placed Pyo under investigation and banned him from holding any office within the party for six consecutive months.
On November 28, 2016, Pyo commented on his political opposition that he had the mind of a group rapper, based upon neutralization theory. On Facebook, he stated that 5% of South Koreans are still supporters of President Park Geun Hye and that they are rationalizing their political opinions. This is no different than group rapists, who rationalize their behavior according to neutralization theory. Pyo stated on TV, December 15, 2016, that Park Geun-hye supporters have the same minds as group rapists.
