Pregs (birth name Pregaluxmi), Govender was born 15 February 1960. She is a feminist human right activist, writer, and author of Love and Courage: A Story of Insubordination. She is well-respected for her contributions to women’s rights in South Africa and internationally. Govender was the initiator of SA’s influential “Women’s Budget” through 1994’s SA Parliament budget debates. She also steered its political impact in 1999 Budget. She was the only member of parliament to vote against the arms deal in SA’s Defence Budget Vote. Govender was the Chair of JMCIQLSW’s Parliament’s Women’s Committee. She presided over public hearings about HIV/AIDS, when the government’s refusal to treat led to many deaths. Her report to the African National Congress, (ANC) Caucus broke the silence and in the month Govender resigned from her position as MP in 2002, Government’s turnaround document included all three recommendations of the JMCIQLSW. She is an educator, strategist, writer, facilitator, and speaker whose work includes insights from activism, parenting, and yoga.

Tom Lodge, a political scientist, commented on Govender’s tenure as MP. He said that the “2001 most clearly independent ANC parliamentary initiative was to be found within the joint monitoring commission on the status for women, presided over by Pregs Govender which challenged the government regarding spending priorities and Aids policy. Govender abstained in 2001 from voting on defense budget. This assertive behavior may become more rare.”

In 2007, Govender was elected Chair of the Independent Panel Assessment of Parliament, which proposed stronger oversight and electoral reform. As Commissioner for the South African Human Rights Commission and as its Deputy Chair (2009-2015), Govender drove implementation of SAHRC findings at local and provincial level. She secured a country-wide status report and action plan from the Presidency on water and sanitation. This is still widely used by organisations and the media to monitor government implementation and raise awareness of corporate accountability for water pollution, wastage and theft.

Govender’s voluntary contributions include being patron of Gun-free SA and previously on the global Panel on Human Dignity. Her awards include the Ashoka Fellowship, an honorary doctorate in Law and one in Philosophy, the inaugural Ruth First fellowship for courageous writing and activism, the Thousand Currents Artist in Residence, and the International Association for Women’s Rights in Development (AWID) Inspiration Award for her “initiative, leadership, and unrelenting commitment [that] have made a significant impact in advancing gender equality and social justice around the world”.

Govender was a co-editor of the 1994 SA country report for the 1995 Beijing Conference. She also served as a member of the leadership structures that created the National Gender Machinery (NGM) and the national empowerment framework. The JMCIQLSW made sure that 80% of its feminist legislative priorities were met during her term (1996-2002). This included the Domestic Violence Act, Customary Marriages Act, Child Maintenance Act, and other changes to labour laws to advance women’s rights at work. Govender was not invited to speak at the ANC’s neoliberal economic policy launch (GEAR) in parliament in 1996. Her pro-choice speech received a standing ovation.

Govender graduated in 1981 and worked as a teacher at high school and university. She also became a researcher and joined the majority-women clothing association (GAWU) after graduation. Her education program significantly contributed to her being elected national educator in 1987. Govender has written books chapters in several books, including Singing in the Dark Times, In the Balance: South Africans debate reconciliation, Democracy in the Time of Mbeki, The Virus, Vitamins and Vegetables: The SA HIV/AIDS Mystery and Towards a New Partnership with Africa.
