Cross was born in Ipswich and raised there. Robert Cross, Cross’ father, was an executive at the Ipswich Borough Council. He also played a role in the creation of the Ipswich Film Theatre. After completing a degree in English literature at Oxford University in 1974, she was offered a job at Wembley Conference Centre in 1977. She organized a BAFTA Awards ceremony for the centre as part of her job. This led to her pursuing a career in television and film.

Cross started working at Granada Media in 1980. After a brief time at Television South, she returned to Grenada in 1993. From 1993 to 2002, she was Granada’s head film. She produced or executive produced Jack and Sarah (1995), Ghost World (2001), Bloody Sunday (2002), and Vanity Fair (2004).
