A councillor from the Cwmbwrla Ward on the City and County of Swansea Council and was also the head for the Liberal Democrat Group 1984-99. He is the former chair of the Welsh Liberal Democrats and of the party’s Finance and Administration Committee.

He also guided the first Welsh Assembly private member’s bill into the statute book with the new power. The Mobile Homes (Wales) Act 2013 was given the Royal Assent in November 2013 creating a new licensing system to Park Homes sites in Wales.

Peter Malcolm Black is a Welsh Liberal Democrat politician, and was a Member of the Welsh Assembly for the South Wales West Region until 2016.

He was appointed Commander of the Order of the British Empire in the 2017 Birthday Honours.

On the 10th of December, 2013, Black was chosen as The ITV Wales Yearbook Assembly Member of the year. In May 2016, Black was sacked from the Welsh Assembly seat in the Welsh General Election.

Black was a candidate for Swansea East at the Assembly elections in 1999 and 2003 but he entered into the Assembly as the main campaigner in the Welsh Liberal Democrat regional list for South Wales West. He was the main candidate for the second time in 2007 and in 2011. He was a former deputy minister in during the period 2000-2003 in Labour / Welsh Liberal Democrat coalition government, he was the chair of the Education, Lifelong Learning and Skills Committee during the 2nd Assembly and was later a member of the Communities, Equality and Local Government Committee as well as the Finance Committee. In addition, he served as a part of the Assembly Commission with responsibility for ICT and Sustainability.

In November 2011, he led the way with Welsh Liberal Democrats Leader, Kirsty Williams, in negotiations together with Labour regarding how to fund the Welsh government’s budget. The result was that the Welsh Government announced the Pupil Deprivation Grant that guarantees Welsh schools an additional PS450 for every pupil who is who receives food vouchers for school.

In 2013 he led for the Liberal Democrats on the negotiations for the Assembly budget alongside Plaid Cymru, securing a £100 million package including a doubling of the Pupil Deprivation Grant to £918 per pupil, a £50m intermediate health fund, £9.5m for investment in innovation in the health service and £5.5m for supporting people budgets.
